Microsoft is lowering the resolution because in a year or so Windows phone will not be in the market anymore and they have to posit themselves with new devices in between.

The remainder of your article directly opposes the opening statement

If the competition were so fierce at smaller screen sizes, Microsoft would already be the competition and Apple would not have opposed the idea initially

I suppose that dragging these Corporations kicking and screaming into the small form factor arena could be considered fierce competition if that was the intent of your article, but somehow I doubt it

Minimum resolution of 1027*768?!! What year is this; is it still 2013 or have I fallen through some time anomaly back to the early 90s where such a minimum resolution wouldn't be something to make everyone ROFL??

It may make you ROFL, however for schools systems it is perfect. We have over 90% of our monitors that only support 1024x768. We can't afford to go out and buy new monitors just because Windows 8 doesn't support it. We were just going to stick to Windows XP and 7 until I read this article. So kudos to Microsoft for realizing that there are people out there that need lower resolution support. Now we can put Windows 8 on our Netbooks that everybody thought was a great idea. We can even put Windows 8 on our HP Slate 500 that was just useless with Windows 7 and could only go to 1024x768. And if the news doesn't really mean anything to you, why complain? Maybe you don't have anything better to do.

Now there will be Windows 8 Phones with more pixels than some Windows 8 tablets. That puts things but a micro-display port (ala Analogix MyDP) + HID (mouse/keyboard/gamepad) over bluetooth away from being very, very awkward.
