Huh? I think you need to replace "mm" with "nm" and flip "300" and "450"



They're talking about making bigger wafers, those round chunks of silicon that are sliced into chip cores (it's a bit more involved than that). Nobody is yet making 450mm wafers, in part because they're difficult to produce, and also because of the significant initial investment involved.

What you're thinking of is the semiconductor manufacturing process, which is currently measured in nanometers and shrinking in size.
