You don't have to disable anything, just download Google Chrome canary, it fixes the problem completely. Just updated to version 23 today.

About a week ago I started having problems with Flash inside Chrome until I disabled the internal flash component, thinking that it must have suddenly started conflicting with system-wide flash for some reason. I didn't notice the update at all (speaking of blasé) but now that I am reading this, I'm wondering if this PPAPI thing might be related to it. I'm all down for sandboxing flash, sandboxed memory is a major reason I use chrome, so hopefully they'll iron out whatever kinks there are soon. Adobe should have done this years ago, they have been negligent and careless about flash's security flaws. But I'm glad Google picked up the slack.

Yeah, had to do the same thing here.
Any Flash videos in Chrome had no sound and would freeze after a few seconds. Did a check with IE10 no problems. There were 3 different plugins one with an older build, 2 with the current build. Disabled the old one and it's all good.

Yep, that was my problem word for word. You mentioned disabling the older one, which I actually hadn’t done yet. Just to be sure I went back to plugins and I saw 3 Flash versions there:

AppData\Local\Google\Chrome\Application\21.0.1180.75\PepperFlash\pepflashplayer.dll, Type PPAPI

AppData\Local\Google\Chrome\Application\21.0.1180.75\gcswf32.dll, Type: NPAPI

Windows\SysWOW64\Macromed\Flash\NPSWF32_11_3_300_270.dll, Type: NPAPI

I have now disabled every flash version but the first one (the type PPAPI “Pepper Flash”) and everything still works inside of Chrome as well as outside in Firefox, so I think I’m all good as far as being sandboxed and not triggering any conflicts. It's a pretty cool feature, once you know how it works... or that it's even there. :)
