They're probably trying to edge into the military and overseas contractor market. It's not uncommon to see Toughbooks in a lot of vehicles. If these guys can show they're better than Toughbook, they'll have a lot of orders.

Old tech. Upgrade the components to Ivy Bridge or Haswell and then you've got win.

According to Intel, this processor can only handle 8 GB of RAM, how'd they get it to use 16?

Those numbers are rarely 100% accurate. If I had a nickel for every time I had a desktop or laptop take 8GB when the mobo specs said 4 max, or take 16GB when it said 8 max, I'd have a shit ton of nickels.
