In my book, it has to have an amazing battery life. Anything less than 7 hours and it's not worth it. The Toughbook 19 is rated for 9/10 hours, and from my experience with their products, will probably do it easy.
The dell seems to have better hardware though.

It reportedly gets 9 hours of life from the 6-cell battery.

One feature I would like to see is a flush screen. If the laptop is used outdoors and especially in dusty conditions, you get a lot of dust buildup in the corners of the screen. It would be nice to have the screen flush with the bezel so you could wipe it easily.

Throw it in the shower on a chair, or take it out back and hose it off.

I agree, but that would make it less rugged. The recessed screen means that a drop screen-down probably won't kill it.
