If you want a quiet PSU, buy a quiet PSU, don't spend extra money for a feature that you don't need or that won't even work for a lot of people...  Many modern PC's with an aftermarket GPU will pull close to if not over 200W at idle.  My older PC (with a 1st Generation 125W 6-core CPU) pulls 190W (at the wall) at idle with a single GTX460 GPU.
