Comcast Hatches Another Plan to Manage Heavy Users

Comcast is not about to stop in its attempts to manage heavy users on its network after the hand slap from the Federal Communications Commission that found that Comcast had improperly blocked peer-to-peer programs.
Bloomburg reports that Comcast now has plans to slow Internet service to the heaviest users during periods of congestion. The internet speeds for targeted customers will be reduced for periods lasting from 10 minutes to 20 minutes, to keep the service running smoothly for other users.
How much of a slow down? Mitch Bowling, Comcast's senior vice president and general manager of online services said it would back down to “a really good DSL experience''.
Internet Service Providers need a way to control bandwidth hogs during peak times in order to keep things profitable. The only other way is to add additional bandwidth that they would never even touch the rest of the time, which comes off their bottom line. Comcast’s first mistake was being sneaky about it and not disclosing the practice to consumers.
I actually like their latest idea, but from the sounds of this, they are about to repeat their second mistake; not defining what constitutes a heavy user and what exactly is this penalty phase with the bandwidth cap? The generalities just make users uneasy. Those same uneasy users will backlash if they unknowingly get caught up in Comcast’s heavy user slowdown, with what they see as reasonable usage. That reasonable usage is completely subjective, unless Comcast chooses to define it.

I am a Comcast customer...and this has me fuming mad. Ever since I read about how slow the US is in comparison to the rest of the world in speeds. I already think its bunk that my connection sucks as bad as it does compared to what is advertised. Yeah I know they say up to and depending on the network...but dang. The thing I am wondering is can they be sued..like a class action suit against them for having us pay for 6mbps and staying at one....then throttling us? I think the cable market needs to watch thier sh*t cause if they keep reducing customers bandwidth we are all gonna just ship to the guarenteed rates DSL offers. Does satelite broadband offer constant rates like DSL or is it flexible like cable?

Right after the whole comcast got
caught throttling case came out, I suddenly started to loss sync with
the comcast side of my comcast hsci, around "congested"
times of the day. I'm sitting there humming along, online gaming,
surfing, whatever, then wham, I just lost my connection with
comcast's local CO, my modem resynchronizes sometimes on it's own,
but mostly I have to power cycle or unplug the cable line for a sec
and replug it in and it's gold again, until I get "managed"
again, and I repeat. I've noticed that I usually get very low ping times, under 50ms until
"Randomly" my ping just jumps up into the 300ms range
around the congested times of the day and that's when I lost my
connection, I shared it with a few people so I guess we are in the "heavy" usage range. I've had
those typical comcast outages, you know those outages due to
unannounced "network maintenance" that even the customer
rep's seem to know nothing about, until a few days later, when it's
included in the robotic thank you for calling comcast here's what's
going on in your area message as you dial in to their 1-800 number
after entering your information. The main reason I think it's their
new scheme, is that, my area has never been congested, never
experienced a slow down, hell I get 20mb down and 1.1mb up at most of
the times, so I guess I use too much of the supposed high speed 24/7
Internet I'm paying for for their comfort so now I'm getting "managed" now.

This is why I moved to Uverse. 10mbps down 1.5 up and no worries. i have had my service for many months and not an outage yet. whereas comcast was nearly twice a week. usually at 4pm to 6pm. their response was they were at capacity in my area. Duh? why has the capacity not scaled with the area? This is the biggest drawback to cable Inet service, shared pipe. Its like thicknet all over again.
what good is 6mbps from cable if you can only use it at 12am to 5am. other times you are subjected to a really good dsl experience. but the price is the same 50bucks.
I call 10-20 minutes at once "use," not "heavy..."

So, if you're on-line for 20 minutes, because you can't find something on eBay, your computer's OEM, Amazon, a US Government webpage, the MS knowledgebase, etc... this is heavy use?????
Holy crap!! Where's that graphic, with the flames and horns on their logo?
I assume this is for their non-broadband accounts? It would make no sense at all for an "always'on" connection. There was a negative reaction to the squirelly garbage they tried to pull on people using torrents, so they decide to go for hitting everyone who does more than check there email (& maybe sent some out)?
I guess they're just doing the captialist thing, raising prices. Then market forces can decide if the company can stay in business. They might try making the overage fees a little more reasonable, if they wanted to hold onto customers...

smoothly for other users."It does not say your speed will be reduced if you use the internet for 20 minutes.

It's an improvement in the same way that getting stabbed can be an improvement over getting shot.
Is it too much to ask what kind of blade they're going to stab me with, and which part of my body will be stabbed?
