Cell Tax Fairness Act Almost a Done Deal

I'm glad I might not have to risk more taxes on my phone--which should not be taxed anyhow--but the law seems high-handed as it forces the states to be unable to enact new taxes, but leaves federal taxation a possibility.  What right, honestly, does the federal government have to proscribe state-level taxes?

Honestly, if anyone is going to have the power to levy another asinine tax on me, I'd rather it be state/local than federal.


Additionally, why are state cell phone taxes supposed to be used to improve our communication network? That, as a national asset, should be done federally.  If not, would not some areas have vastly more money, and hopefully thus better networks, than others?

I wouldn't be surprised if any major metropolitan area had more cell phone tax income than many whole states.
