Other than content-constrained URL sharing (like Twitter), why bother? I don't understand the problem that this URL-shortening arms race is attempting to solve.

The shortened links allow unscrupulous folks to spy on you.  The shortened links allow you to be tracked, which is why MaximumPC started using them in their publication a year and a half ago.  Being able to say exactly how many sheep you herded to some website is a potentially valuable piece of information.
